I. EDUCATION:

A. Rice University, Houston, Texas, 1965-69. Bachelor of Arts degree in Mechanical Engineering, 1969. Major subjects were engineering, chemistry, physics, and mathematics.

B. Rice University, 1969-71. Master of Science degree in Environmental Science and Engineering, 1972. Major subjects were water and wastewater engineering and biology.

C. University of North Carolina School of Public Health, 1976-81. Doctorate in Environmental Science and Engineering, 1981, majoring in environmental toxicology and minoring in epidemiology and biostatistics. Other major areas were air pollution engineering and chemistry, aerosol science, biochemistry, and industrial hygiene.

D. University of Texas at Austin, 1983-84. Post-doctoral research fellowship in toxicology in the UT School of Pharmacy. Chief area of interest was the effects of drugs and environmental contaminants on experimental animals.

II. WORK EXPERIENCE:

A. DEC, Austin, Texas (November 1994 to present). This Expert operates his own environmental consulting firm which specializes in toxicology and risk assessment. This includes expert witness testimony in toxic tort cases and in regulatory agency public hearings, health risk analyses for site remediation using the Texas Natural Resources Conservation Commission (TNRCC) Risk Reduction Program Rules, health effects evaluations for TNRCC air and hazardous waste permitting, and other toxicological evaluations. He is very familiar with the U.S. Environmental Protection Agency quantitative risk assessment methodologies and with other methods for assessing the potential for adverse effects from exposure to environmental contaminants.

B. Jones and Neuse, Inc., Austin, Texas (April, 1991 to November, 1994). This Expert was employed as Senior Toxicologist and Project Engineer for this environmental consulting firm for three and one-half years. This job entailed performing health risk assessments, air emissions calculations, writing proposals, doing cost estimates and other functions associated with assisting clients obtain necessary permits and other authorizations to operate within the existing framework of environmental regulations in this country and abroad. This included work on Superfund and other remediation activities using the Risk Reduction Rules, TNRCC permitting, Resource and Recovery Act (RCRA) activities, preparing No-Migration Petitions, and expert testimony in public hearings as well as toxic tort and other legal cases.

C. Texas Air Control Board, Austin, Texas (1984 to 1991). This Expert was employed as the Senior Staff Toxicologist in the Health Effects Division of the Air Control Board. His major duty in this job was to assess the potential for adverse public health and welfare effects from emissions of air pollutants. He conducted extensive independent evaluations of the impacts of potentially-toxic air contaminants on human health and welfare. He answered questions from citizens and from other air pollution control agency staff, participated in public meetings, and testified as an expert witness in public hearings concerning air pollution hazards. He also monitored the current scientific literature, attended workshops and conferences, and keep the health effects computerized databases current.

D. Private Environmental Consulting Work, Austin, Texas (1987-1988). This Expert worked on several human health risk analysis projects on his own time while at the Texas Air Control Board. These included two reports on the potential human health effects of exposures to ambient levels of air pollutants in the Mexico City area, and an analysis of sulfur dioxide levels in an industrial area in Hong Kong.

E. Saint Edward's University, Austin, Texas (1982-83). This Expert taught several undergraduate courses in the Environmental Studies Program in the Department of Physical and Biological Sciences. These courses included Urban Environment, Urban and Regional Planning, Environmental Studies, Toxicology, and Industrial Hygiene.

F. U.S. Environmental Protection Agency, Research Triangle Park, North Carolina (1980-82). This Expert worked as a research scientist in the planning, implementation, and evaluation of air pollution control research projects, either as principal investigator or as project officer.

G. U.S. Environmental Protection Agency, Research Triangle Park, North Carolina (1976-80). This Expert held several 20-hour per week appointments in various EPA research laboratories during his doctoral program at the University of North Carolina School of Public Health. This work was in the areas of air quality data analysis and in human health effects of exposures to air pollutants at the EPA Human Exposures Laboratory.

H. U.S. Environmental Protection Agency, Dallas, Texas (1973-1976). This Expert worked as an environmental engineer in the area of water pollution control, writing water pollution (National Pollutant Discharge Elimination System) permits and compliance schedules for major industrial and Federal facilities.

I. U.S. Fish and Wildlife Service, Albuquerque, New Mexico (1971-1973). This Expert was in charge of planning, designing, and inspecting facilities for water supply, wastewater pollution control, and solid waste management at Federal fish hatcheries and refuges in an eight-state area.

A. Board Certified Toxicologist as a Diplomate of the American Board of Toxicology (D.A.B.T.).

B. Registered and authorized to practice as a Professional Engineer in Texas (License #71831).

C. Adjunct Professor of Environmental Health at the University of Texas School of Public Health at San Antonio, September, 1987 to present time.

D. Member of the Society of Toxicology, the American College of Toxicology, the Society for Risk Analysis, the Southwestern Association of Toxicologists, the American Conference of Governmental Industrial Hygienists, and the Air and Waste Management Association (Vice-Chair of the Air Toxics Committee, International AWMA, 1998-1999; Treasurer of Central Texas Chapter of AWMA, 1988-1989).

E. Member of the Citizen's Advisory Task Force on Solid Waste Management (1983-1988).Adhoc committee on air quality issues in Austin (1987-1990). Member of a steering committee which aided the City in working with the local mass transit authority (Capital Metro) on environmental compliance (1989).

F. Member of the Human Health Workgroup in the State of Texas Environmental Priorities Project (STEPP) 1993-1995. This was the comparative risk project for Texas.

G. Currently writing a book on health risk analysis for toxic air pollutants for CRC/Lewis Publishers.
